I am a family man, a father of five sons and grandfather to nine children. I am an army veteran with three years of service and have 40 years in the transportation business where I have been an employee, a manager and a business owner.

I moved to Bullitt County from my hometown of Moweaqua, Illinois in 1986 and have been a homeowner in Shepherdsville since 2009.My wife, Karen, and I are involved in many functions throughout the City and enjoy doing whatever we can to improve our community.

I enjoy playing golf with my sons and restoring a 1963 Galaxie I purchased about a year ago.

I have enjoyed my three terms on the city council and hope to continue my service to our community.

Jennifer Mendez

Jennifer Mendez, a dedicated resident of Bullitt County and Shepherdsville for over two decades, brings a wealth of experience in state and local government to her role as a City Council member. With a remarkable 15-year career focused on serving low-income and homeless families, Jennifer is well-versed in addressing critical community needs. Currently serving her first term on the City Council, Jennifer is driven by a profound commitment to her community. Her mission is to make informed decisions that contribute to the revitalization of Shepherdsville, rebuilding what may have been lost over the years. Jennifer Mendez stands as a tireless advocate for the betterment of Shepherdsville and its residents, working diligently to shape a brighter future for the city.

Paula Mangus

Paula Mangus, an active community member of Shepherdsville, KY, enjoys riding Harleys with her husband, traveling, attending car shows, walking, being outdoors, and looking at beautiful flowers. She was recently elected to Shepherdsville’s city council and has become the chairperson for the Beautification Committee. She is also diligently involved with the Bullitt County Chamber and Ambassador Program. Paula has been a life-long Republican and continually seeks to better understand government and to better understand the people she serves. Her previous career in social work has given her compassion and insight to those around her. She can be constantly found engaging with people and caring about their needs.

Paula lives a fulfilling life with her husband David who is also an active participant in the community. She has six adult children, one son-in-law, one daughter-in-law, and one granddaughter. Family, along with her faith, are Paula’s top priorities.

Bonnie Enlow

My grandparents moved here in the early 50’s, had 6 children. My Grandfather, Burlwell Culbertson was a contractor and a dairy farmer. My grandmother raised the kids and the garden. My father worked for G.E. and was a farmer. I spent a few weeks every summer at my grandparents, so I loved coming to Shepherdsville. In 1978 I graduated from J-town High School, moved to Shepherdsville, got married and had 2 beautiful girls, Bonnie Jean and Staci Lee. I was also blessed with 2 grandsons, Hayden and Brandon . I drove a school bus for 10 years, was a Girl Scout leader and basketball coach, also served as President of the VFW Ladies Auxiliary 5710. Started a few businesses , the last was a tow company. I remarried in 2002 to James(Big Jim) Enlow. I have served on the city council for approximately 12 years. I enjoy being on the council fighting for our citizens. Currently I work for Lowell Myers/State Farm for 17 years. I attend Harvest Baptist Church. I am a CASA volunteer (court appointed special advocate representing abused and neglected children in court) I am on the Animal Control Board for the State of Kentucky. Being on the council is very important, a lot of thought and research goes into making decisions that are the best options for our citizens and the community. Being responsible with taxpayers’ money is of upmost importance. Integrity is first and foremost. My grandfather taught me that the most important thing I own is “my word” I have always valued that as a top priority!

I’m a lifelong resident of Bullitt County 45 of those years in the City of Shepherdsville. I’m a 5 term but not a consecutive council member.

I was employed for Bullitt County Schools for 23 years, retired, then went to work for the City of Shepherdsville for 9 years. I planned and created events. I’m the founder of the Shepherdsville Farmer’s Market and very proud of that. I love this city and the people that live and work here! My goal is to keep the people of Shepherdsville safe and happy by making this a better place!

I first moved to Bullitt County in 1987 and have been a permanent resident of Shepherdsville since 1999. Married to my wife, Christy, since 2000.

Education: I am a 1990 graduate of Bullitt Central High School. I attained an Associate degree in Fire Science from Jefferson Community College in 2006 and a Bachelor of Fire Science, Magna Cum Laude, from Columbia Southern University in 2021.

Professional: Worked for Lexington-Fayette Urban County Government Division of Fire and Emergency Services as a firefighter/paramedic from 1995 to 2022. I progressed through the ranks of Lieutenant, Captain, and District Major before retiring at the rank of Battalion Chief. The last 5 years I was assigned as the Second Platoon Shift Commander, overseeing the emergency and non-emergency operations of the department’s 24 fire stations during my assigned shift.

I am a past member of the Shepherdsville Fire Department, serving from 1990-2011; primarily in a volunteer capacity. I served as a Lieutenant, Captain, Major, and Assistant Chief before serving as the Fire Chief from 2007-2011. During my tenure as Chief, I successfully wrote federal grants that established Shepherdsville’s first full-time 24-hour firefighting crews and upgraded our training capabilities. We also established the Department’s swiftwater rescue response capability.

Public: Served on Shepherdsville Civil Service Commission from July 2022-January 2023. Currently serving my first term as a City Council member.

Interests: My wife and I enjoy traveling both domestically and abroad. We have been avid scuba divers for the last 4 years and often work dive trips into our travel adventures. We also enjoy boating at Lake Cumberland during the summer.
